Who requires a visa?

EU citizens do not require a visa to enter Germany. All other nationalities fundamentally require a visa in order to take up residence in Germany. For visits lasting up to ninety days every six months, members of states for which the EU has abolished the visa requirement do not require a visa. To find out which states this applies to visit the Foreign Office website.
